Executive Summary

This document reports results of the 2001 annual statewide survey of vehicle safety belt use, child restraint use and motorcycle helmet use in the State of Arizona. The data collection and analysis for this study was conducted by CSI® Santa Rita Research Center (CSI-SRRC) from June 4, 2001 to July 31, 2001. This study was preceded by the 2000 annual survey of similar size completed in July 2000. The purpose of Arizona’s studies of seat belt use is to provide reliable data from which generalizations, comparative analysis and recommendations can be drawn. This study was funded by the Governor’s Office of Highway Safety (GOHS).

The 2001 survey was based on a random probability sample of signalized and stop sign intersections in Arizona designed by CSI-SRL, and subsequently reviewed by NHTSA’s statistical research division staff. Observations were made at 127 sites located in six counties with data from 31,740 vehicles including motorcycles. Observations were conducted during daytime hours. Each site observation lasted a total of one hundred twenty minutes each. In the 2001 survey, all observations were made in the same locations, same time of day, and same day of week as the 2000 survey. CSI® trained observers recorded whether drivers and front seat passengers wore belts.

The summary of 1997 – 2001 survey results are presented in the following tables:

[1] In 1997 – 2001, CSI® observed both front and back seat children since a significant proportion of children were in the back seat due to air bag warning.
